this is with no doubt the main drawback of outriders. on the other side, Outriders lose miserably when being targeted by missiles or magic, with handgunners being able to absorb way more damage before losing a lot of firepower. they also have increased survivability against chargues (handgunners get wiped easy before they can flee), and they can quickly fly towards a better shooting position. So basically, we can say Outriders offer more firepower for the same price, and use a narrower frontage which is a big advantage. Outriders cant have detachments, Handgunners can have them. Handgunners are more limited in shooting angle and movement.

Outriders can fire 360º, reform, do feigned flight (althought i guess last 2 of them count as having moved, and so cannot fire). 5 outriders can take on average 13,2 S3 hits before being wiped, while 13 handgunners should take 26 hits (im not too confident on the calculations i used for armor save so check this one) 5 Outriders = 15 shots, 13 Handgunners = 13 shots. 5 Outriders cost 105 pt, and 13 Handgunners cost 104 pt, so this makes for a good comparison, points wise.
